HE Khalaf Bu Dhhair The Ambassador attended the opening ceremony of the new building for East Ceylon Arabic College and the Convocation ceremony of the East Ceylon Arabic College , situated in Addalaichenai 340 Km away from the capital Colombo.

HE The Ambassador praised the efforts of Prof. Ishak Chairman of the College in developing the college in various ways, . Also HE explained in his speech about the role of Kuwait in providing assistance to Muslims around the world especially to the Muslims of Srilanka in various fields such as education and culture.

HE The Ambassador was accompanied by Mr, Faisal Al shuwaiea Diplomatic Attache of the Embassy .

Hon. Rauf Hakeem Minister – City Planning, Water Supply and Higher Education , Dr, M.A.M.Hizbullzh Governor Eastern Province . senior government officials , Members of Islamic Organizations , parents of Graduates also participated at the ceremony.

His Excellency Khalaf Bu Dhhair The Ambassador hosted Kuwait the National Day Reception on 21/2/2019 at Cinammon Grand Hotel Colombo on the occasion of the 58th Independence of the State of Kuwait , 28th Anniversary of the Liberate of Kuwait from Sadam’s Invasion Participated in this occasion on behalf of the Government of Sri Lanka Hon. Gayantha Karunathilaka,(Chief Guest) Minister of Land and Parliament Reforms . The Ambassador delivered welcome speech, which reviewed the remarkable development of bilateral relations since the establishment of diplomatic relations between the two countries. He said it is based on strong friendship, mutual cooperation and mutual interests between the two countries’ leadership. The Sri Lankan Minister Gayantha Karunathilaka in his speech recalled the historic relations between Kuwait and the Republic of Sri Lanka and the assistance extended by the Kuwait Fund for Economic Development through financing development projects in his country. Other dignitaries that participated in this ceremony were Hon. Speaker of Sri Lanka Parliament Mr. Karu Jayasuriya .Opposition Leader Mahinda Rajapaksa Hon. Minister of Energy Mr, Ravi Karunanayaka Hon. Visit of 5th Kuwait Parliament Friendship Group to Sri Lanka

The 5th Kuwait Parliamentary Friendship Group paid an official visit to Sri Lanka led by Prof. Adel J A M Aldamkhi M.P during the period 13 to 16 February 2019, at the invitation of the Speaker of the Sri Lankan Parliament Hon. Karu Jayasuriya.

The Kuwaiti parliamentary delegation held talks with the Minister of Islamic Affairs and Post, Mr. Abdul Halim, the Speaker of the Sri Lankan Parliament Mr. Karu Jayasuria, Secretary General of the Sri Lankan Parliament, Mr. Dammika Dissanayaka, Minister of Foreign Employment, Communications and Sports, Mr. Harin Fernando, Opposition leader and former President Mahinda Rajapaksa.

Also accompanying the Kuwaiti delegation were HE Ambassador Khalaf Bu Dhhair and the Second Secretary of the Embassy Mr. Abdul Aziz Aldarmi.

Kuwait Parliamentary Delegation met with Hon. Abdul Haleem Minister of Islamic Relegious Affairs and Post

The parliamentary delegation held talks on Wednesday, 13/2/2019, with Hon. Abdul Haleem Minister of Islamic Affairs and Post at the Ministry premises in Colombo. During the talks, the head of the delegation, Dr. Adel Al-Damkhi, referred to Kuwait’s role in assisting the Muslims in Sri Lanka and praised the initiative of the Government of the Republic of Sri Lanka to appoint a special minister for Islamic affairs in Sri Lanka.

The Head of Deligation expressed his willingness to extend assistance to the people in Sri Lanka as well as to provide assistance to the Ministry for the training of Islamic Leaders and the establishment of mosques.

HE Ambassador Khalaf Bu Dhair said that there will be cooperation in the future in many charitable programs and many prospects for cooperation in the areas of Waqf and Zakat which benefit the society,

MP Abdullah Fahad al-Enezi reviewed the activities of Zakat House and charitable committees in helping Muslims in Sri Lanka and stressed the need to strengthen coordination between the two ministries in the future

Sri Lankan Minister Abdul Halim said Sri Lanka’s Muslims enjoyed all their rights under the current government and asked the delegation to provide assistance to Muslims in Sri Lanka in the training of Islamic Leaders, especially the restoration of the homeless in Sri Lanka. He shared the history of Muslims in Sri Lanka and their relations with Kuwait.

The 5th Kuwait Parliamentary Friendship Group, led by Prof. Adel J.A.M. Aldamkhi, MP visited the Official Residence of the Speaker, Hon. Karu Jayasuriya and paid a courtesy call on 13th February 2019.

The Speaker expressed the appreciation of the Government of Sri Lanka for the State of Kuwait and the willingness of the Government of Sri Lanka to strengthen the relations with the State of Kuwait in various fields

During the meeting the head of the delegation, Dr. Adel Al-Damkhi, expressed his pleasure to visit Sri Lanka and shared with them the Kuwaiti parliamentary experience in Asia. He also discussed the promotion of bilateral cooperation, especially with regard to parliamentary cooperation

The head of the delegation extended an official invitation to Speaker of the Parliament Karu Jayasuria from the Speaker of the National Assembly Hon. Marzouq Ali Al-Ghanim to visit Kuwait

The Speaker of the Parliament Hon. Karu Jayasuria accepted the invitation and assured to enhance and improve the level of parliamentary cooperation and communication with the State of Kuwait.

The Kuwait Parliament delegation visited the Sri Lankan Parliament, where they inspected the Parliament Museum and the Session Hall. The delegation then held talks with the Secretary General of the Sri Lankan Parliament Dammika Dissanayaka. Both of them discussed ways of enhancing relations between parliamentarians Between the two countries.

The Secretary-General explained the democratic process in Sri Lanka, the mechanism of work of the committees and the application of the rules of Parliament procedure especially with the new amendments that give Parliament greater powers and wider

The Head of the Delegation, Dr. Adel Al-Damkhi, said that Sri Lanka and Kuwait enjoy excellent relations based on friendship and mutual respect. Since then, there has been a lot of progress on the political, economic and parliamentary levels

HE Khalaf Bu Dhhair Ambassador expressed his thanks to the Republic of Sri Lanka for its full support to Kuwait at the United Nations concerning the issue of demarcation of the common borders between the State of Kuwait and the Republic of Iraq. Sri Lanka also fully supported the candidature of the State of Kuwait for the membership of the Security Council for the period 2018-2019

The Secretary General of the Sri Lankan Parliament Mr. Dammika Dissanayaka, thanked Kuwait for the support of Kuwait to Sri Lanka during the Human Rights Council session in Geneva at the ninth and tenth sessions held in March 2012. And 2013.

On the sidelines of the meeting, the Secretary-General hosted a luncheon to honor the Kuwaiti parliamentary delegation.

The Sri Lankan Minister Harin Fernando mentioned that there are more than 120,000 Sri Lankans working in Kuwait,enjoying full freedom in Kuwait

The MP / Nayef Abdul Aziz Al-Mirdas stressed the status of the mechanism of sending employment through government contracts or with the companies of Kuwait away from commissions and foreign offices.


The Kuwait Parliamentery Delegation met with the Opposition Leader Mahinda Rajapaksa

The Kuwait Parliamentery Delegation met with the Opposition Leader Mahinda Rajapaksa. During the meeting Mr. Mahinda Rajapaksa requested a Parliamentary Friendship Delegation of Kuwait to explore the possibility of providing employment opportunities for Sri Lankan engineers and technicians at oil refineries in Kuwait.

During the bilateral talks, Mr. Rajapaksa also requested the delegation to ensure the safety of Sri Lankan females employed in Kuwait.

In response. Al Damkhi said Sri Lankans are law abiding employees in their country unlike other foreign employees.

He said he was honoured to meet an experienced figure like Mr. Rajapaksa who wasone time Prime Minister and President of Sri Lanka.
